The article is devoted to the problems of the complexity of the process of developing organizational and administrative documentation, taking into account the branch of work of the organization, as well as the departments that make up its main work. Taking into account the impact of the changing economy in the country, organizations are constantly subject to changes with the initiative of the relevant regulators in a particular area and regulatory documents in the form of standards and laws. The main branches of the organizations' work are highlighted, as well as the number of regulatory documents for regulating their activities. The analysis of the organization as a system based on a system analysis is carried out. The Sagatovsky method was chosen as an approach to solve the problem. According to the methodology, the system was analyzed, consisting of seven stages. At each stage, the main components are highlighted, and justifications for each of them are given. Life cycle diagrams of the specified "types of end products" have been compiled, taking into account the direction of work of the departments. A scheme of the process of creating organizational and administrative documentation by employees and departments of the organization has been developed. An analysis of the organization from the point of view of a system analysis will further develop criteria for creating a set of organizational and administrative documentation. Criteria for the creation of organizational and administrative documentation and methods of their assessment will help organizations significantly facilitate work with the main regulators in any area, as well as meet the set standards of work, which in the future will help not only to improve work, but also to avoid negative consequences for the enterprise itself.

The paper presents a study of the resistance of connections of load-bearing laminated wood structures using domestic melamine-urea-formaldehyde adhesives (MMFC) to cyclic temperature and humidity influences. The method of cyclic tests is described. An assessment is made of the resistance of MMFC to temperature and humidity influences and the compliance of the selected adhesive with the requirements established for the production of long-span load-bearing structures.

Time Division Multiplexing is the one of the main information transmission technology. Main problem of this method is the large amount of empty of traffic. This number can reach about 97%. In article presents a method for reducing amount of empty traffic by using the new system pointers, that encode information about the frame . Pointer consists of three components : a pointer to a smaller source (points to the source that gave less information ), a pointer to a smaller amount of information and a pointer to the source memory block (points to the memory block , where the frame was formed ). This pointer is generated when creating a frame and is written in the first data slot. After transmitting a frame pointer is decoded, and based on this information, the distribution of data occurs on the output signals. The developed method has several advantages over similar methods of data transmission, does not depend of the speed of data sources, and have minimum depends on amount of input signals. This technology allows to fill information cells only useful information, and improve the efficiency of code up 96.6 %.

The combination of the unique, abnormal properties shown by oxidic systems with structure of spinel on the basis of transitional elements chromites draws attention of researchers for many years. Some systems on the basis of transitional elements chromites (for example, nickel and copper chromites) have critical elements (multicritical points, lines of phase transitions of the second sort, etc.) on the phase chart. Near these elements of the phase chart materials possess unique chemical and physical properties. Therefore development methods of receiving and research of phase forming and properties in NIO-CoO-CuO-Cr2O3 system represent fundamental and practical interest for chemistry and technology of inorganic substances. In this work processes of spinel structure formation in system 0,6 NiCr2O4 – 0,2 CoCr2O4 – 0,2 CuCr2O4 from crystal chemistry positions are considered. Formation of two solid solutions on the basis of nickel (II) chromite – with structure of cubic spinel and with tetragonal distorted structure is established. The influence of cooperative Yahn-Teller effect on processes of a spinel forming and on stabilizing impact of chloride of potassium on process of education of two spinel solid solutions is suggested. Influence of a power factor of cation stabilization in knots of a crystal lattice as one of the important factor in reaction of spinel structure formation is considered.

The advanced multispectral method is developed for formation and recovery of the image of a hypodermic on the basis of function of a detuning and its algorithm realizing. The method reduces distorting influence of change of characteristics of skin on image formation. Use of function of a detuning allows to make processing without observance of rigid requirements to the accuracy of a choice of lengths of waves on which images and, respectively, providing a preset value of the relation of values of optical thicknesses of skin are formed.

The article deal with technological scheme of mandatory access control in the operation of MFIs in relation to the three main processes of microfinance: a preliminary contact with the customer on how to receive the micro-loans, micro-loans directly formulation and monitoring of the obligations of the parties (especially financial) to the contract. The above scheme is based on the international standard for the organization of the Open Systems Interconnection.

The dynamic problem of an anisotropic poroelastic plane under an influence of point source in the steady-state oscillation mode is studied. An analytical solution of the problem as a single integrals over a finite interval is given. Numerical experiments on the construction of solutions are made and the results are compared with the known classical solutions.

The question of system analysis and risk management for public health is important and requires a thorough study. As part of its study on chosen method has been implemented an algorithm for estimating the risk of isolated effects of air pollutants on human health, then conducted a systematic analysis of the results, and management solution put forward to improve the safety and health of Taganrog. Based on the data of automated monitoring system has been established that the risk of adverse effects in humans with daily admission of matter in life is insignificant, and this influence is characterized as acceptable.

Neural network model of distribution of pollutant in the atmosphere of the city of Taganrog has been developed on the basis of monitoring data, meteorological information and calculation made by software «Ecolog-gorod». The results of the work of model have been visualized in software ArcGis. Distribution maps of nitrogen dioxide has been built under the conditions of eight directions of wind, two wind speeds and two temperature ranges.

The titanium dioxide synthesized by an electrochemical method is a perspective material for use in solar elements and catalysts of cleaning of water and air environments. Regularities of electrochemical synthesis of titanium dioxide in glycerin dilute solutions (1:1) in the presence of ammonium fluoride at 2-14 V are investigated. Mathematical scheduling of synthesis process according to plans of first order with use of the complete three-factorial experiment is carried out, the adequate regression equations for formation processes of a titanium dioxide in the field of potentials 8-14 V are received. The electron microscopy method proved porosity of synthesizable layers of titanium dioxide. Water content influence in electrolyte on the speed of electrochemical process and potential size influence on titanium dioxide materials yield is established. It is shown that under the chosen electrolysis conditions electrochemical process is accompanied by the considerable chemical disolution of a titanium. Electrochemical processes in water containing glycerin are investigated by a cyclic voltammetry method. It is established that at electrochemical oxidation of Ti in water containing glycerin (1:1) porous TiO2 with a materials yield no more than 25% is formed.

The article deals with finding of the area of the central projection of the family of visible segments of a last set of sides of the controlled object. We offer to represent the central projection of the controlled object which is reflected on the camera's sensor, as a set of convex polygons in order to accelerate finding of the total area.
